DESIGNING AND DELIVERY OF CAPACITY – STRENGTHENING TRAINING TO THE STAFF OF THE MINISTRY OF LABOUR AND SOCIAL AFFAIRS, MoLSA.
This assignment involves the design, development and delivery of robust and tailor-made training modules on the design and delivery of inclusive social protection programmes for the staff of the
Ministry of Labour and Social Affairs (MoLSA), both at federal, federal member state and municipality levels in line with the capacity requirements for Somalia Social Protection Policy (SSPP) implementation. The training is intended to reach 50 staff at all levels with the MoLSA technical team equally trained to have the capacity to oversee the maturity of social protection systems.
The delivery of this assignment involves:
- Conducting an extensive desk review of the prior capacity needs assessments carried out in the country.
- Developing a comprehensive staff capacity development plan with clear milestones that can be realized in the short and medium terms, indicating the trajectory to the long-term objectives as well.
- Designing tailor-made training modules for MoLSA staff at different levels and delivering them. The currently proposed training includes;
In addition, special training will also be provided to the MoLSA research teams regarding measuring the impact of social protection policy on resilience and poverty reduction.
